First I'd like to see one radical change in funding criteria, no funding based on test format and if you want to play test cricket then fund yourself, there is no need to subsidize if it's loss making affair for you, make your test bilaterals profitable if you want to play and if it's too radical approach then fix some percentage of ICC revenue to 20-30% for test cricket.
After that all the icc revenue should be shared by everyone one equally but for only white ball cricket ( strictly focus on white ball). Fund the top 50 teams including associates. If this happens then in white ball, cricket will become truly global.

Funding should be based on performance and nothing else. And only performance in the ICC tournaments should be considered (T20, ODI and Test world cups for both men and women). Australian won the ICC Cricket World Cup 2023, and India were the runners up. India won the 2024 Men's T20 World Cup, and Proteas came second. The ICC World Test Championship for 2023-25 was won by South Africa. So obviously these teams should get the maximum funding. On the other hand, there is no justification in providing 3% of all the ICC funds to teams like Zimbabwe, when Nepal receives only around 0.05%. I have posted about this before that Zimbabwe's Test career was ended. They were all out for 149 runs on the first day of the Test match. Which is a shame for Test history. If New Zealand had come out to bat first, it turned out that the New Zealand player could have broken Lara's record. Maybe we will see another new record very soon, against Zimbabwe.
