Not nesscarily by the activity of the section, but more likely by the amount of reports that are being made. Plus, you would need to find a suitable candidate to become moderator. In the past local sections have successfully done local elections, but ultimately its up to theymos whether he thinks a local section requires a moderator, and if there's anyone suitable for the task.

I don't receive emails, and AFAIK no moderators receive emails anymore, and your email is not revealed within the report queue. I believe it was a feature which was disliked by the majority of the staff at the time, and was removed. The only information that is received when you make a report is the username of the reporter, username of the person being reported,  a link to the post, and of course any comments you include.  

As for the message; the post about guidelines is unofficial, and there aren't any definite rules. Therefore, having the message reflect that would likely make more sense; "Inform the staff members of any posts that you believe are wrongly posted" or something along those lines.

There are a few times also unhandled marked reports and the reported thread or post got deleted and guess its just forgotten to mark it good.
If you have reported a post, and the post has been deleted the report usually gets handled automatically so there shouldn't be any issues on that front, and without knowing the exact situation I can't really give you an explanation to why that has happened, sorry.

Usually posts that are quoting low quality posts get deleted also, and that can be for a variety of different reasons. However, generally when a post that you have quoted has been deleted your reply is no longer relevant. Although, the translation you provided usually those types of posts are deleted for low quality, and welcome posts are usually deleted unless they are substantial.

I'm not the mod who dealt with it as I don't moderate that section, and certainly don't speak the language. However, from your translation, and checking the thread here's my input; The post that you quoted was also deleted, and I would presume for low quality. Over in the English sections posts such as "Hey I'm new here", and welcome posts without much substance are also removed.

Havnt seen that the unhandled reports get less.

But as long that the Good reports more as the unhandled all is fine !
I used to have the mentality that unhandled meant it was missed or there was no mod available to handle it. However, the reality is that the report may have been seen by staff several times, and multiple times. Sometimes a report can be a little difficult to decide what's the best course of action which means sometimes leaving it at unhandled is the better option. Sometimes with difficult reports I leave them, and if no other moderator has picked it up I'll come, and take a look at it with a fresh mind a few days later.

Don't worry, most reports are seen by at least one moderator, and they stay unhandled for multiple reasons. In my earlier days of moderating I used to think "try not to leave any reports unhandled", but I've learned that leaving a report unhandled is actually the best way of handling certain reports.

What's theymos's say on all of this? I mean the community wouldn't really mind, generally speaking. And of course, people who would want to wait and eagerly receive this will do so, but some of them would probably even reject it, knowing how conscious they are when it comes to privacy(don't @ me,I am not attacking you Smiley)

How's the funding gonna work for this? I haven't read the entire thread yet :/.
I still haven't received a reply off the manufacturer since they said they were interested so I'm still in the dark whether this is actually possible, and the more time that goes along the more unlikely this will be to happen. Although, you can bet your buck that I'll be wanting to help organize the 20th anniversary one with a little more time to plan, and get things done.  Anyway, before committing to anything I'd be asking the communities feedback on the choice of manufacturer, and of course the nitty gritty details.  

I've thought about ways of distributing it, and having a poll where users can say that they would be willing to send their address/PO box, alternatively shipping could be handled by the manufacturer if a deal can be worked out. Ideally, I want to know who would be willing to send their address (or I would recommend a PO box), but without guaranteeing they would get a coin. I would like the announcement of who gets a coin to be a surprise somewhat, but obviously I'd need to know users who would be 100% okay with providing a shipping address as I don't want to be announcing users who won't, and then having to find someone else for it. Its a complex situation, but that's a long time down the road from now.

All coins would likely be able to be funded by the user, but a majority of the coins will be made unfunded with maybe a few with a small amount on it. Nothing big.

Don't worry about it! I've handled a few of your reports over time, and they are almost always accurate. The moderators appreciate anyone, and everyone who reports! Hilariousandco has been quite vocal on how thankless of a job it is, but I have messaged a few users in the past thanking them, and you were on of those on my list Wink

Anyone with a little bit of morals wouldn't be willing to put their name to anything that they don't truly believe is worthwhile. Theymos, might not want this, but his support for coins would likely be taken with a lot of weight. Look at  Grin being implemented for forum payments their thread started to explode, and we saw how many users who hadn't even heard about it before become involved with it.

I'm not going to discuss the projects details with reputation, and whether its a well run project or not, but lets assume that brave would be paying theymos. Theymos adopting Brave publicly would probably benefit them more than the payments to him would.

What is the maximum sMerits per month? Are there more than 1000 per month? I have a good number of sMerit per month but it is enough to send it in the form of 1 merit/good quality member. "Probably the most user who sent 1 Merits  Grin Grin Grin"
Generally, I have some free time until next March so increasing it will be good.
I don't believe there's been a number given out for the maximum amount of sMerit a user can have, and I think its fairly accurate to assume that theoretically there is no limit. Suchmoon seems to have the most monthly sMerit to distribute each month based on my observations.

If you were to take a look at the total amount of monthly merit received, sent, and take into consideration a user only gets half of each merit received then you would get a good indication of how much merit they have to spend from source each month.

If the recovery team can't establish that the account ever changed hands then I'd imagine that the account would stay banned. Once an appeal has been submitted with a signature, and details about the issue they'll look for both consistencies, and inconsistencies with the supplied information. If they can't establish that the current user is not the alleged hacker then it probably won't be recovered.

Don't spam send the emails, but try to go into as much detail as possible with your next email. Make sure to include dates if possible, and any useful information.

Yeah, this just complicates things. The merit system has largely been a success in my eyes, and doesn't need any tweaking except for adding merit sources occasionally, and removing inactive ones. The only improvement that I would suggest would be a direct button to the merit statistics as I don't think that's as intuitive as it could be for some interesting statistics.

It's taking time because from theymos's view the forums doesn't need more sources or smerits. When the forum is in need of those, theymos doesn't waste any second to appoint new sources. The individual consideration give theymos and other forum users an idea on what the applicates consider to be a quality posts (that's why you're mandated to qoute 10 quality posts, probably lacking or don't have enough merit.
Exactly. Its not like theymos hasn't seen these applications, but there currently isn't a need or the candidate isn't well suited. Only theymos knows all the little bits of criteria that needs to be filled, and the only one with the tools to monitor the merit situation. Theymos is extremely active, and every time I've had an interaction with him there's been a response within 12 hours. That's going back a number of years, and of course my merit source application a year or so ago.

Yeah, you're probably right. I had 4 reports against this user handled as good within a few hours. I can't remember what sections they were in now so could well have been a dedicated moderator who dealt with them. Global moderators are definitely more experienced than me, but my personal stance would be a temp ban. The user may have possibly been warned via a personal message though so the user may have already been warned.

Maybe I'm a little too strict when it comes to these sorts of posts though. I tend to favour quality discussion, and take the advertisements in a post without being substantial quite seriously which other moderators might disagree with.

One manufacturer on the forum has got back to me. However, they are not one of the options in the poll.  I have yet to respond to their message as I'd like some community input into this.

The coin would not be ready this year. I think this was always going to be the case. If I could possibly get a concept made up, and presented to the community this year it would be nice. However, these are the figures they've come back with:

Time requirement: 2-6 months
Custom hologram: +1 month
Precious metal: + 3 months

Of course, they can't guarantee there won't be any hiccups along the way.  I guess, my question to the community is if we could make this work, would you guys be interested in receiving a 10th anniversary coin almost a year later? I would have to work out the finer details with them, but at least they've said they are willing to do it. I'm assuming that theymos would not brand this official if its a year later, but I would have to ask that question if the quality is good enough.

I never really hear any feedback on this arrangement from anyone though, the little feedback I have got so far suggests people appreciate that multiple parties have differing levels of control over the forum. The forum is not my top priority since I focus more on bitcoin.org, so if anyone has the feeling they would prefer theymos being fully responsible for bitcointalk.org, it would be good to at least hear that opinion expressed.
I consider Bitcointalk.org the identity of the forum nowadays. Its matured enough, and that is the name that will be known as. Yes, the forum has changed domains before, but this was in its infancy. In a semi relatable circumstance our (wales) national stadium recently had its name changed, however the general Welsh population still considers it to be the old name, and refuse to call it by its new which has undoubtedly caused confusion when tourists have asked where the principality stadium is, and the local people refer to it as the millennium stadium.

The point is the previous domain change was very much in the forums infancy, and didn't impact too many users. However, now that the forum has matured it would definitely be an annoyance. I for one like to mitigate any issues as much as possible, and would be looking to solutions to make sure that a domain change would be incredibly unlikely.

Currently, we have yourself who is in control of Bitcointalk.org, but god forbid if something happened to yourself, or in the hypothetical situation where you point the domain to something else other than the forum then it could be an issue. Approaching this unlikely issue with a multi signature sort of approach would be the best idea in my opinion. Having multiple trustworthy users which sign whenever an action is taken with the domain. Setting this up wouldn't be without its issues of course, but definitely something to take a look at.

This multi signature approach would also reduce the potential of a user disappearing, because the rest of the parties could still recover the domain.

I think I've mentioned it before but I'll do it again: the current setup has worked for many years, and I have no reason to assume it will "break" any time soon. So I'm totally fine with leaving everything as it is now.
However, for the very long term, assuming Bitcoin and this forum will last, there should be either a permanent solution or at least an order of succession. A hundred years from now, none of us will be posting here, but it would be really cool if Bitcoin and this forum are still around, and someone takes care of it to ensure this very message is still available!
If a order of succession was to be established who would be the deciding factor on selecting the successors? Order of succession would be a highly debatable topic I'm sure, and I'm not sure if theymos or a community vote would be the better choice here.

But maybe he should move some of his previous post to proper sections.

It doesn't have to be their website, though. These posts are still very low quality. Some of his posts are literally "Alright".  Although, apparently the user has written up a review on the website  that they're constantly posting about;

Almost every single post is pushing that website, and for the ones that aren't promoting the website they are very low quality posts. Plus they aren't even participating in the threads that they're posting. Thus, I would deem that as the only reason for posting; to advertise the website, and would fall under this guideline:
