The bounties are distributed through generation, from the 90% that goes to developers. People suggest projects, if there is general agreement that the project is worthy, and can be accomplished within a week, I'll describe the bounty and then award the shares if someone fulfills the requirements.
Where does this agreement take place, here in the thread? Or is there another discussion platform?

Devcoin is traded on vircurex, and devcoin companies are traded on cryptostocks.
Yes, I have seen this. But recently, when Vircurex was in trouble, a certificate was shown at this site with the owner being "devda.ch". I thought, for this reason, that there was a personal/organizational connection between them.
It's a pity that devtome has a English-only policy. I understand partially your reasons. But I think when the project grows, it would be good to allow other languages or to set up writing platforms in other languages to make it a more "universal" project.

The reason is that I am really interested in this and perhaps one day I could contribute something. I will definitively keep an eye on it.
