Besides, not the merits would allow him to send more PMs, but his rank. However, why do you think he would need to send PMs in order to get his funds back?

The receiver of the coins has an account on this forum, hence the need for him to send PM

Your 50 merit giveaway looks very suspicious.
50 merit is no right way to someones is allowed to send more PM. 1 merit is enough to rank up to jr. member and 10 merits to be a member. Even of that, they need to have more activity 30/jr. member and 60/member. It's around 2 months to be an active user of the forum.
If it's not your alt account as you say, maybe you can help with handling his communication

Actually, OP mentioned that "a thief stole coins from him" and what you are saying is "OP mistakenly sent 5 Btc to a wrong address"?
Dosen't this look a bit contrary?
Also you being a legendary member should know that only merits won't help him to send multiple PM's per day but he would also need to increase his activity in order to rank up and uplift the restrictions of 1 pm per day.

What i can smell is, you send 50 Smerits willingly and now are trying to cover by selling some ponzi stories..

If one gets credited a million dollars to his Bank account by error but doesn't completely refund it back, it is an offence. ( https://www.money.co.uk/guides/can-you-keep-money-accidentally-paid-into-your-bank-account.htm )

Is it similar case for Bitcoin transactions? I would think so..

IMO a 2h timeframe is too short.  Probability of power outage/ network downtime lasting over 2hr is quite high.

A number between 6hr to 12hr average point would be more reasonable.

Hurrah! over 30% jump from  ~31.5  Mkeys to ~41.6  Mkeys on a 7700k with 1080Ti

Gpu usage from ~83% now to ~98%
