Do you mean to say users will not have access to private keys? If so, why would anyone use it when there are apps and paper wallets which gives access to the Private Key as well?
By This application not send tokens, do you mean to say it can only be used to send ETHERBASE and not any tokens based on Ethereum?

Are you sure of what you have posted? A Hero Member posting a question on how to live on bitcoins is rather surprising to me. At the same time it seems you have confused Bitcoins with Altcoins. If you know mining costs a lot of money which you don't have, why don't you focus on something which can earn yo money and you can start your dream mining?

Alternatively look for bounty programmes in the service section where they pay BTC for posting stuffs in Facebook and Twitter (Most of these bounties pay for post per day and continious for a week till months).

Buddy, charity is something else and ICO is something else. You cannot have an ICO for charity, but yes, can reserve a portion of the proceeds from ICO for charity, which luckily some do. For your reference, ICO stands for Initial Coin Offering which is related to a CryptoCurrency, so an ICO for charity is just a vague thing to ask for. You can do one thing, follow all the new crypto currencies and request them to allot some funds for charity, that will be a different thing altogether.

I have a weird idea for blockchain tech A coin that can only be mined by a certain zipcode, CPU mineable only, a hashrate cap per miner, no pools, with an unique ID per individual to ensure only one miner per person. I have no idea if any of this feasible Im not a developer.

If any of this were possible this could give communities with lower income a great entry into blockchain tech. Some kind of coin a whole community could mine, improve, and eventually trade on the international market.

My idea is to have like a south side Chicago coin.

Just how absolutely wrong am I?

Technically and theoretically all that you have visioned is possible. But what will be the value of it in practical life and at the end of the day who will be using this type of coin which is limited and centralized?

The biggest drawback in your concept is, it cannot be decentralized as the membership structure has to be overseen by a central authority. This is against the basic principle of any cryptocurrency.

By the by, there exists such hardware wallet in the market and the concept is nothing new. First of all find out if Coinizy provides a card for USA address or not because I have seen most card vendors refuse to cater USA citing restrictions by the US administration. If they do provide, I don't see any reason why it should not be accepted by Paypal.

Sorry but I don't find anything interesting in this concept. From your description, it is not a cryptocurrency but more of a fund. There are some questions which needs to be thought over again:
1. Its Fiat money which will be needed in the material world. So one has to convert the money to fiat. What was the necessity to experiment a new coin instead of using the established ones.
2. The coins, rather fund I would prefer calling it, will be under who's custody and who decides to release them in case someone needs? Her is some centralization in the path which is not advisable at all. The basic of any cryptocurrency should be decentralization.
