What are the mechanics to setup an online Bitcoin broker to accept credit card or debit card payments for the requested amount of Bitcoins?

I'm in Canada. For example, these are the already live services that I am studying -

This service based in the UK offers Credit and Debit payments, and has claimed to be available with Canada's payment debit systems.

I believe that such businesses would have modified an open source Bitcoin wallet for Bitcoins to be paid to the customer's public key based on their amount paid.

Is this the right approach?
