I'd pick it up in Montreal for $6K CAD, cash or coin.
Sorry, that's not possible unless you'd be willing to drive to Ontario. But I'll pass on your bid to him. Where in Ontario? South. I can PM you the precise city he lives in. I'm gonna ask him today if he sold it yet by another method or not. Sounds good, thanks. If by south you mean GTA, I wouldn't bother driving that far. Ottawa or Kingston would be my limit.

Prelude, I think you were right....!!! I forced 4 pin into BB 6 pin other way around, plugged 4 pin from PICO into mobo power and powered up, it works, cpu fan spins, no fire, no smoke, no smell....!!!
I'm definitely right. Your multi-meter picture shows you are reading the voltage improperly. You have your red probe on the black wire, and black probe on the yellow wire. If you'd have put red on yellow and black on black, you'd have seen -12V. Thankfully you didn't fry the motherboard etc!

These were a ridiculously good deal for Canadians, until a few days ago. Changing the price from USD to CAD didn't alter the price, due to what I assume was an error on nVidia's part. I managed to buy 25 of them for $1138 CAD before the error was corrected. Now they're showing as $1499 CAD.

Response from PICO distributor:
Oh dear. I can immediately see what is wrong here.
In image 2 the *output* of the picoPSU is connected to the motherboard AUXPWR1 – which is also an output!
According to the manual for your TB250-BTC this is an auxiliary power connection (to give additional power to) graphics cards. i.e. power goes into motherboard through the ATX connector, and comes out here.
Hopefully this hasn’t damaged the motherboard. It has obviously damaged the picoPSU.
FWIW the output you connected is to power a hard drive or similar device.
That is NOT the issue at all. As soon as I saw your pics I thought "fuck, hope he hasn't powered that on yet.." and then scrolled through and saw you scrapped 2 PICOs. You're feeding the pico power from a PCI-e 6 pin connector on the breakout board. The pico's input connector is NOT a PCI-e connector, it's a CPU connector. You managed to make it fit in there, but it's polarity is reversed. Compare it to your actual PCI-e connectors, you'll see that the yellow cables are on the bottom, and black is on top. You've just sent 12V to ground, and ground to 12V to your poor picos. If you can cram the next pico's 4 pin connector upside down into a 6 pin, you'll be fine.

i uploaded a screen shot on the imgur link above thnx for the replies, i know the rig seems expensive for the speed but i am expecting future driver developments by RADEON WINDOWS and mobo manufacturer that will uptick the currently and by intent unutilised potential of these GPUS. there is a reason why these cards come with a BIOS switch and fancy led colour switch, we will get into that later.... So you spent $2K+ more than you need on GPU's to mine ETH because you expect AMD to release a magical driver. OK, make sense now. How about spending that $2K to buy more GPU's and get more hash NOW? LOL. Or AMD may just release their Navi cards which ARE expected to great for mining. https://www.youtube.com/watch?v=Op3h_bV3ohACan you stop shitting on him for his choice of hardware? If you have nothing to contribute, move on. He's here to share his experience with Vegas, and perhaps help some people. We don't care about your opinion on Polaris GPUs.

I am still trying to figure out the BITMAIN business strategy with S9s, D3s and L3s???
Sell so many that no one can make any money outside of Bitmain? Also, sell enough cheap enough to run out any other competition. I bet if Bitcoin keeps going up eventually it will interest the real big dogs to start getting into ASIC manufacturing and the tables will turn.. Man I'd love to see AMD/Intel/nVidia/MSI/Asus have a go at crushing bitmain.

I'm willing to test it and post a review.
Here's how I'd test:
Use 1 8x 1080Ti rig. Run djm cuda 9 on 4 GPUs, and your mod on the other 4 GPUs on separate workers. All GPUs are running at the same settings, 1900MHz/-502MHz VRAM, and the system has perfect uptime. I'll post graphs of the reported hashrates every 12 hours or so for at least 72 hours, and probably for up to 1 week.
If you're interested, PM me.

Windows 10 fall creators update(1709) + AMD driver for Fall creators update v17.40
Tested with 10x RX 570 . Working good all 10 cards.
But no Dag Fix in new amd driver. each card 21-22 Mhs only.
Would you mind taking a screenshot that shows both the device manager with 10 GPUs and claymore mining with those 10 GPUs? Also, have you tried the blockchain driver with 1709?
