Is there any reason that you need to mirror the repository on Github, Github supports SVN so couldn't you run an svn2git tool (https://help.github.com/articles/importing-from-subversion) and then use https://github.com/blog/1178-collaborating-on-github-with-subversion for the SVN users?

OR if you want to use git but MUST have it backed by SVN (company policy or something) why not look at http://learn.github.com/p/git-svn.html .
