Why 1MB or 20MB ? Proposal for dynamic blocksize limit

sort of same logic for the dynamic hash difficulty calculation?
see https://en.bitcoin.it/wiki/Difficulty

proposal:
for period X,
if actual chance Q% (based on latest transactions in period X) to hit blocksize limit > Y%
then block size limit * 1.Z

( Z could be dependent on actual chance Q% )

Dynamic blocksize limits lead to interesting new attack vectors on the network and may be unnecessary and an act of supererogation.
