Pitch that marketing plan to investors and watch the doors slam shut in your face.
That said, there is basically no marketing plan for Monero, because it isn't a product, and no one is being paid to do it. The project has
exactly zero budget for marketing right now (a bit has been spent on things like logo design in the past).
If people are doing marketing (which doesn't include most of the spamming nutildah complains about -- that is mostly forum trolling, to which he seems to be highly susceptible btw, by a combination of fanboys, trolls, and copycats), they are doing it on their own initiative. For example someone called XMRChina is trying to get it better known in China. Seems perfectly reasonable to me, but it isn't a project effort but an independent one.
