I do not want to use Static (the default) and so under Fee estimation, I choose Mempool. Next I click the Close button and quit Electrum.

However on subsequent launches of said software, I will have ETA instead of Mempool under Fee estimation. Is this normal or a bug? How do I make my choice of Mempool stick?

It's a bug and there's already a fix in place for it (on the next release).
