Always obey your countries regulations surrounding exchanges, use the lowest fees and ensure you have a bug bounty.

If you are looking the Killer exchange you should develop it to be totally decentralized.
That's what people are looking for and what's the ecosystem needs at the moment.

You need to have some knowledge in programming , you will most likely need NodeJS , PHP & JavaScript that's for sure .
If you have no knowledge on programming language , then i DON't advice you to start an exchange website unless it's something simple and decentralised . because there is no way in hell you could run without knowing how to develop , and no buying a script won't help you because most of them have backdoors or bugs or something and you will need to fix when you have issues .

Be more specific and people here will be able to render the best advise, are you referring to the script to use, is it bitcoin and fiat trading alone, is it bitcoin and other cryptocoins.
Just let us know exactly what you need, only two lines cannot explain what you need done.
