Hello, I'm new to the forum and I'd like to sell Visa Vanilla gift cards with cash value via escrow. I can get them activated for cheap at my current bank at $1.50 each, with $10 minimum in them. Is it allowed to sell "financial instruments" on the marketplace?

You can sell whatever you want as long as it's legal in your own jurisdiction.

It's just like VCC? Yes you can sell them in digital section. Good Luck with your sales.
