cryptocurrency resilience to Internet cable breaks?

hi altcoin folks,

about an island's cable failing - could take many days to fix - and not a common event, of course.  But it got me thinking.  Are all current cryptos useless without a link to the backbone of the Internet?

If there are altcoins designed to allow payment between two wallets without nearly-constant backbone access, care to share?

I think the scenario below is good for most coins.
If the two wallets are connected to each other, then the payment will show unconfirmed. If none of the Island wallets are mining then the transaction will confirm after connection to the global internet is fixed. If any of the island wallets are mining the block chain will fork and the payment will initially confirm only to be rolled back after connection to the wider web.

Bottom line is that you need to be connected to the global internet. Feel free to correct me if I am in error!
