With the current spam: dont think so. You said nothing about the number of inputs/outputs, but even with only one each 100 satoshi is a low fee.

It would be sent once you broadcast it. With everyone paying 0.0001BTC/kb++ of transaction fees, you would probably be competing to be included in the 50kb of free TX per block. To have a higher chance, your priority should be at least 57,600,000, the higher the better. For it to be able to get relayed by reference clients, the minimum amount per output should be at least 546 satoshis. It would be dropped by mempool depending on whether your clients rebroadcast it every time it gets dropped from mempool. If it gets dropped, you can then spend it again with a 0.0001BTC/kb fee.

because of last days events related to stress tests/spam/attacks is really hard to predict, how long it takes, anyway, I don't expect it will be done within 24 hours without serious portion of luck because 100 sate fee is literally nothing considering recent events..

Considering that the money is sent, and will arrive at Bittrex adn won't be lost, I can send again 0.02 BTC but with a higher fee now. How much should I put ? PS : It has one input and two output.

You should pay at least 1000 satoshis/kb but I would go with 0.0001 BTC/Kb right now with the current spam situation.

What client are you using? If the client or anyone else doesn't rebroadcast it, it would come back eventually. A reasonable fee would be around 0.0001BTC/Kb. The spammers are using 0.0001BTC/kb and it would roughly allow you to confirm in a few blocks. I have tried it yesterday and it confirmed at the next block. Never send transaction with fee lower than 0.0001 BTC
This is abit misleading. 0 fees is fine if you have enough coin age and priority. In a spamming attack, they probably won't have too much aged coin as they are probably sending it back and forth continuously. You can expect one with high priority to confirm within a day or two.

You can attempt to send it in a day or two if a portion of the network has forgotten about your transaction. Or, if you have access to the private key of the address that you are trying to send to, you can try to CPFP (Spend the output with a higher fee) which the eligus uses.
