the blue confirmation mean the bitcoin are under confirmation or has been sent ??

when you get at least 1 confirmation you can be moderately sure that bitcoin is send to that address.

with more confirmation you can make sure that the transaction is not a double spend. that is why some places accept the transaction after at least 3 confirmation or more.
