I think because in the main forum the primary language used are english (UK and US) ... so it's not necessary a local board (I suppose).

is there a need for that? the whole site can be considered US or UK.

I'd like to say that local boards is only for non-english countries, but I'm not so sure because the india local board is 80% in english.
