Based upon the discussion that the Core Devs have been having in the IRC, a release containing segwit will be out before the halving. Whether it is deployed before the halving is up to the miners.
Any links to those IRC discussions? We are talking about a potential release within the next 6 weeks.

They want to get Segwit merged in before the 0.13 feature freeze which is scheduled for 6/16 (https://github.com/bitcoin/bitcoin/issues/7679). If that gets merged, the backport to 0.12 should be around the same time. The release should then be out just before the halving.
