All these prepaid debit cards are scalping those that have made mistakes with banks and debit cards.  If Bitcoin ATM's become accessible Chexsystem offenders should all just make the switch to a Bitcoin Wallet and ATM.  It looks like the only way to bank if you're on Chexsystem is using a credit union or get scalped.  Credit unions aren't the most convenient either from the looks of it.
