You can send payments from unverified accounts but I don't think many people would be happy with accepting a payment from such an account. If I understand correctly stealth PayPal accounts are created with Virtual Credit Cards / Virtual Bank Accounts where no real name is linked to the account or it bypasses any such checks which means someone can essentially create a fake alias with the PayPal and remain verified, which basically breaks the whole point of getting verified in the first place, since being verified means PayPal has established someone's identity (and also confirmed their address in case of legal proceedings.) with no such information verified it'd be impossible to track a stealth PayPal down to a certain individual unless LEA were involved.
