It is quite easy to be  the anonymous owner of a website nowadays.
There are several websites which allow to register domains and get hosting packages without revealing any of your personal informations.

Here are some of the best ones I tried:

http://best-privacy.com/
https://www.orangewebsite.com/
http://www.geniushost.in/

The first one is the best in my opinion, but it is quite expensive.
The 3rd one is nice, but unfortunately it doesn't accept BTC ( unlike the other two ) .
So I suggest you to use the 2nd one. It is very reliable and it's very good if you want to run a blog.

Buy the Mullvad VPN (or similar) with Bitcoin or cash in the mail.
Use the VPN to buy your domain and hosting. Have a look at orangewebsite or PeriQ.
