I recently joined this project http://bitribunal.wordpress.com.
Basically it is a blockchain based on delegated proof of stake but is simplified to the human level of understanding for the purpose of transparency for the users and ease of development for developers.
The paper and the specification are on the site and email of the designer is on the About page.
The system uses gnupg encryption and a dvcs(mercurial) for the actual blockchain so it is not decentralised but federated. The only part of the application that has to be programmed is the validation application and a block builder for the validators. If there are any interested python developers out there you can contact him or me here on the forum.

Now, as the name suggests, the blockchain is an arbitration platform. It is very specialized and as the guy told me:
"This is a platform specifically designed for creating Identities and arbitration between Identities. It is not a general purpose blockchain, smart contract platform or money transfer system. It is designed as an arbitration database distributed across multiple computers for the purpose of scaling arbitration between poor people. Therefore it is not designed to be a complex, large, single application based software blockchain but a federated information store for only a specific few types of data that can be scanned with human eyes if necessary and that can work on cheap computers."
