For example, starting "open-sourced" community driving project, where could we store custom data about our economic activity, blockchain based, publicly transparent?

Seems like Factom ( https://www.factom.com/products/apollo ) is a commercial product, but is there any alternative today?

Web server is the option, you are right, however it has some critical disadvantages.

1) Centralised owner - need to trust server holder to keep all records up to date and server live
2) Single point of failure - domain name, server, db- not protected from seizure, hacks, burns etc
3) Possibility of data manipulation, behindhand correction etc.

I think in case when transparency and decentralisation is important, blockchain based distributed data base could be a better choice. IMO
