[WTB] High-Loadable VCC With Ability To Stop Payment

Want to buy a VCC that I can load with a high amount (+$200) with the ability to contact the bank and have the payment refunded. So it basically must include buyer protection.

Once I use the card as collateral for an advance shipment, I want to have the payment cancelled or basically frozen and refunded back to the card or to another form of payment (VCC or otherwise).
