21 Inc, maker of the Bitcoin Computer, has launched a free web app that can help bitcoin users determine what level of fee will ensure a transaction is confirmed in a given amount of time.

Don't think it will help much as the mining pools are getting very cocky lately. Within the Bitcoin Core client it also shows you what the appropriate fee is per KB. If you want to be 90% sure that your transaction gets included in the next block, then you'll need at least 20-50K Satoshi as fee. 0.0001 is not always enough nowadays.
