Could someone please direct me to an English translation?

I notice that there appears to be something that looks like languages or spelling (语言) and it says "English" but when I select English it just gives me selection of IPA. I can read IPA but I cannot figure out how to choose IPA. I would also be happy if I could select Pinyin. Xie xie.

it's seems odd that a Wikipedia conference that appears to be about translation has no English translation for their page

the Google translation "2013 International Wikimedia Conference will be held in Hong Kong, opened there 13 days ago."
