Just wait until this happens in America, Obama won't be happy (large scale mining isn't exactly environmentally friendly)...

They can always try mining, or charge your electricity bills in bitcoins.

I don't think Bitcoin has anything to do with it.
There are like, what, a few thousand miners in the UK?

It might very well be Bitcoin. Electricity market doesn't usually see high fluctuations, so a systematic change like Bitcoin will push prices up.
