Unlikely - as it's too easy to reverse paypal payments so you'd need to have a good reputation for anyone to risk it.

About the only method to buy bitcoins using PayPal is through VirWoX.  To do that, you first purchase Second Life Lindens (SLLs) and pay using PayPal.  Then convert those SLLs to BTCs and withdraw.

In Australia there are many methods to easily purchase bitcoins.

The newest is using online bill payment (POLi payments) through ZIGGAP:

Or if you can deposit cash you have multiple methods:
 - Bit Innovate (at Commonwealth bank or Westpac)
 - Spend Bitcoins (several banks)
 - ZIGGAP (National Australian Bank/NAB)

Funny, I knew when I saw the awful spelling in the subject there would be an offer of PayPal, and there it is. The continued posts and changing BTC requests indicate that the seller doesn't need a particular amount of Bitcoins, but that $450 is likely the amount in the stolen PayPal account he wants to liquidate.
