I propose a trading exchange for BTC's that is transparent

just make it text message enabled through skype,

have different sized accounts for users so they dont have to do a full blow resume just to buy a coin

I would at the minimum recommend the use of PGP/GPG as Skype messages *can* and *are* spied on.

(and in China unless you know how to get the foreign version installed you end up installing a version of Skype that *does* spy on you with no easy way to stop it)

One possibility is to use the same format as a normal exchange (like mt.gox) but include a note with the bitcoin transaction on the block chain with transaction details.
