Some bitcoin exchanges include: localbitcoins.com, coinbase.com, circle.com. Buying/selling bitcoins can also be done in this forum, though I advise you to be careful, deal with trusted members only (since some payment forms like paypal are reversible), and ALWAYS USE ESCROW.

I can recommend you virwox.com as well.
Paypal doesn't allow direct exchange but in Virwox you by their own currency (used in their online game) and exchange to Bitcoin and back (from BTC to Paypal).
Of course, because of double exchange you have to spend more on exchange fees but this is safest way to exchange BTC to paypal, in my opinion.

everybody suggest virwox.com if you want buy bitcoin with paypal,but i suggest you to buy on people on this forum,they have good rates and good reputation,you can find bitcoin-paypal trader on services or currency exchange threads.

OP it depends on where you are based in. If you are from the USA then Coinbase is your best choice to buy Bitcoins with a vcc and if you are from Europe then I would recommend checking out the Bitstamp site. But I particularly like to use Coinimal because you have a lot of buying options to choose from including Neteller and Skrill.

The online Xapo wallet allows you to purchase bitcoin directly thru the wallet.  I never used that feature so I am not sure what payment options are available but it is something that is offered within the wallet.
