"As ISIL is squeezed in Syria and Iraq, it's lashing out elsewhere, as we've seen most recently - and tragically - from Turkey to Brussels", the president said.

For a rather appreciated reception by different sections, Obama said that United States and Russia, having the two largest nuclear arsenals need to pave the way for other countries to reduce their weapons.

The Foreign Policy magazine took a bleaker outlook on nuclear security.

With ten months left in office, the Iran deal is a debatable success, while the threat posed by North Korea continues to simmer.

India will also join three 'gift baskets' for this summit in priority areas of countering nuclear smuggling, nuclear security contact group in Vienna, and sharing of best practices through Centres of Excellence such as India's own, he said. Fissile materials like highly enriched uranium and separated plutonium are necessary ingredients to make nuclear bombs.

Obama said the US uses "vigorous criteria" to gather intelligence and it is "checked, double-checked, triple-checked before kinetic actions are taken".

Meanwhile, world leaders reaffirmed their commitment to keep nuclear weapons out of the hands of extremists but warned that the threat is "constantly evolving".

India will also host a meeting on a global effort to combat nuclear terrorism in 2017.

Demonstrators outside the summit called for a nuclear-free future.

A day after Trump made these remarks to CNN's Anderson Cooper during a town hall in Wisconsin, Japanese Prime Minister Shinzo Abe responded publicly.

Trump has said that Japan and South Korea might want to develop their own nuclear weapons to counter North Korea, an idea that Obama administration officials said would promote dangerous nuclear proliferation.

So far, no terrorists have obtained a nuclear weapon or a dirty bomb, Obama said, crediting global efforts to secure nuclear material.

Obama says at the close of a nuclear security summit that Russian President Vladimir Putin has emphasized "military might" instead of disarmament.

World is so beautiful.Some people want that that world grate power. so they play with normal people,s life. Using BOMB. That BOMB killed many people. I think they are most dirty of wold. Huh

The dirty bomb isn´t about killing lots of people, although it may do so over time. The effect would be panic and mayhem. People are extremely afraid of radiation and understandably so. And those drones make it very easy to set one off over for example Manhattan. You can imagine the effect. It wouldn´t need to be any big thing, radioactive material packed with regular explosives. Even low grade medical material would have a huge psychological impact.

Who uses those words?
Obama, the president of state who has the most nuclear weapons and wha has blood in hands about Hiroshima-Nagasaki.
Sorry but you produced and spreaded these dirty bombs worldwide. Today US has no right to complain about dirty bombs. What a shame!

It´s probably just a question of time before they set off one of those dirty bombs. It´s true, it would create serious panic and chaos for relatively little effort from the terrorists. And acquiring radioactive material probably isn´t that difficult. Money tends to open all doors and everybody has their price.

The wider dispersal the more effect. So they´ll want to set it off overhead obviously. The drones make it easy and everybody has one by now. The cleanup costs could probably break some countries

It is known that ISIS got their hands on some radioactive material at Mosul hospitals. It is low-grade material and may not be that harmful but it´s still radioactive and as such would terrorize people I guess. Which is after all the objective of terrorists, to terrorize. And it would have to be cleaned up which means disruptions and high cost.

The technology is not that simple. Also, highly enriched Uranium is very difficult to get. Enriching low quality Uranium to weapons grade Uranium is extremely difficult, so the only option is to steal highly enriched nuclear material from weapons and stockpiles. There were rumors that such incidents occurred during the immediate aftermath of the dissolution of the USSR.

It isn´t about how effective or sophisticated the material is. It´s the psychological effect that counts. So, when and if it goes off above a city the authorities will be busy trying to convince the population that it´s relatively harmless, which it may be if it´s material from hospitals or research institutes, but at this point almost nobody with a pulse believes them. So, this downplaying will only backfire. If it´s radioactive it´ll create panic and havoc. And of course require cleanup anyway which will be hugely expensive.

I heard that terrorist in Belgium tried to make Dirty Bomb or at least planned it.
There are some rumors that they killed one security guy, who was working in nuclear power plant, and stealed his security Pass.
It seems they also followed chief of the nuclear power plant.
So, it seems they was very close to either construct the Dirty bomb or to make some kind of diversion at nuclear power plant.

Hmmm... I agree with your statement. The panic and chaos caused by any terrorist plot involving enriched Uranium (or other radio active materials, such as Cesium) will be highly disruptive and damaging. And even low-enriched Uranium can cause acute radiation sickness and death if the victims are exposed to high dosages.

What is concerning now is that dispersal is so easy. That´s the key. It is a radiation dispersal device. Down on the ground a dirty bomb will have a limited effect unless there´s a huge amount of conventional explosives. Still, dispersal will be relatively limited. But above a city carried by a drone or a multitude of drones, that´s a whole another ballgame. Everybody has those freakin drones nowadays, conventional explosives isn´t a big deal. That leaves the radioactive material. It´s probably very well guarded and accounted for but who knows. Money seems to buy most things.

I don't like the idea of a dirty bomb because that implies there could be a clean one. But the real laughable part are that the biggest opponents to nuclear proliferation are the ones who have thousands of them. So we should be afraid of IS getting an atomic bomb, but we shall sleep if Trump has the button to the world's largest arsenal in his hand?

I used to be a citizen and a taxpayer. Those days are long gone.

It has to be called something I suppose. Radiation dispersal explosive device sounds pretty boring.
