I don't think there are any credit card issuers they frequent this forum. I would suggest searching google for credit card offers. If you have good credit then the issuing bank might even pay you for taking out a credit card and you could use that money to buy BTC.

Are you referring to a VCC or Virtual Credit Card? If YES then you should post in the Digital Goods section https://bitcointalk.org/index.php?board=93.0 and someone may give you a good offer fora loaded VCC. Just be extra careful with sending payments to untrusted traders.
