Now I called them and I was forced to verify my identity and so on.

So if I was listening mixan with transfer without fees I would send the money for goods and services and in this situation I could be able to make a dispute.
I sent money to family/friends for him to sure that I can't take them back.
Look what I got from paypal:

Right. I never heard of paypal opening a dispute automatically. We have no definite proof unless paypal gives their statement which in this case might not be of any help because paypal sometimes don't give any explanation when these things happen.
What I'm suggesting is that we should just be careful dealing with newbies. I'm not accusing anyone of anything, but lets just be careful. That's all.

No problem with user I think he just does not know how things work around here yet as being a newbie (I am assuming from his honesty). As he was asking for a loan but since closed due to not enough collateral.
