A Web API for Electrum

Would it be possible to build a web API for accessing an Electrum server? Run the Wallet in javascript a-la blockchain where the browser decrypts it, and then just connects back to the Electrum server?

Definitely possible, but probably not a small job.  I haven't looked directly into the electrum client-server protocol, but a web app could be written to connect to it.
