It is, you just call them say you bought and app froze.. If you got back i you never got your stuff what you bought. Most likely you will be refunded

Yep, don't even have to call, just open a chat with Google support and they have no way of knowing if you did or did not receive the gems, coins, etc... in a third party developers app or not. However, They do know you paid for something since they collected the payment and will refund you for it everytime and instruct you to contact the app developer to handle any in game issues..

Yes it's easy and no ebook is req but you can't get refund on each purchase.
