Decred wallet help

I am not able to get either of the 2 Decred wallet GUI to work at all.

I tried DecredJWallet but get error.

org.apache.http.conn.HttpHostConnectException: Connect to localhost:9110 [localhost/127.0.0.1] failed: Connection refused: connect
9109

Any idea how to fix this error?


Next I tried Decred wallet for windows. I get a blank gray window there is things I can click as the hand becomes a pointer but I have nothing but a blank gray window.
