I'm running my radeon 6990 with fan running at 100% with 930 on core + I have 2 additional 120mm fans blowing directly on card, but temperatures are still about 90 celsius so I can't turn fan on card any lower. What can I do to make it cooler, so I can turn fan lower ?
Anyone having 6990 know that this card is extremely loud.

You can't, short of watercooling.

I hate the noise this card makes but fortunately I don't run a 6990 rig at home (two of them at datacenter). Absolutely could not bear it 24/7 in close quarters, I would say it easily makes about 80dB at 100% speed.

Of course, one option is downclocking the cores which will slightly affect the mhash/s. Downclocking memory as well.

I was wondering because I saw some ppl saying that they run their cards with fans at 60-70% and lower temperatures.

I turn the fan to 10% and stuff socks in the vents on the back of the card.

..... that's not the best advice, though.
