but I found a crutch !!!  

just write at the "pool_ocl.bat" file

I encountered this problem,after 2 hours I decided it
i have 5*r9 270 giga's oc editon- and my farm are working (and temperature is low, 65-68 degrees)  15.12 catalyst drivers win 8 64x

setx GPU_USE_SYNC_OBJECTS 1
SET GPU_SINGLE_ALLOC_PERCENT = 100

setx GPU_SINGLE_ALLOC_PERCENT 100

The last line is probably the one that will help the most with this particular issue.  setx GPU_SINGLE_ALLOC_PERCENT 100

The OP's method was correct, however his example was wrong, for windows you need to use setx and there is no assignment "=" operator.
