Strictly speaking, in Russia they change their attitude to the crypto currency and methods of its regulation so much so that it is difficult even to imagine what kind of regulation Medvedev meant. They recently stated that the only legitimate crypto currency can be only their national cryptor. Does such regulation imply the actual prohibition of all decentralized crypto-currencies? And do they want to impose such a position on other neighboring states? I would not like such regulation in general.

Its realy hard to do for near futur. Armenia in EAEU and a few weeks ago thair premier minister wants to make Armenia a free economic zone for blockchain companies and startups.

better not take seriously the comments of the leaders of russia, since they constantly change their position, probably in 1 month they come to say something else and then in the other month they will say something else ... this is a cycle that neither it's worth wasting time with them

had once said they would never regulate bitcoin and after a week say they are going to discuss bitcoin and regulation, weeks later the head of the central bank says they will not regulate bitcoin and another minister has said something so absurd that I do not remember, but I wondered: why are they changing their position all the time?

I don't know what you want to say ( is it bad or good news for you), but also in that article Medvedev says that blockchain  technology have a HUGE (colossal) potential and this is just beginning! There is only positive words about blockchain from Medvedev in that article.

We all know perfectly well that it is almost impossible to settle the crypto currency and that it is simply the official's desire to show that he is doing something. The only thing that the heads of state can completely prohibit crypto-currencies. Again, it is unlikely that they will have a strong impact on the development of crypto currency in the world.

Based on what I read, the Russian drafted a new bill on cryptocurrency. They legalizes the term digital financial asset. They just wanted to mentions cryptocurrency and tokens, as another form of digital money used as payment for a star-up company's services. Russian wanted to act legally.

Everybody wouldn't like such regulations to take place. The Eastern EU region is a crypto-friendly region and I don't think that the governments out there would want to submit to Russia's proposition in imposing a unified regulation. They can create their own regulations and implement it on their own country, but asking others to do the same? I think not.

Other countries also want to act legally when it comes to the cryptocurrency topic, that's why they're trying to create regulations for crypto trades and exchanges in order to monitor the scene and to see whether illegal activities are involved in crypto trading that is happening well within their soil. Also, there could be taxes to be collected on crypto gains so why wouldn't they want to exert effort in interpreting it in legal terms?

Russia is not supposed to develop their own cryptocurrency?

Talks about Russia developing their own crypto (CryptoRuble) has been around for over a year now and it looks like it's going to be finalized either Q4 2018 or mid-2019.

Agreed. I'm one of those skeptics about Russian's intentions and goals as far as crypto in general. They always contradicts themselves to a point that I took everything with a gran of salt. Where is the bitcoin mining farm that was reported in the latter part of the year? They say Putin has a close relationship with Vitalik, but I don't think that's enough to sway him to regulate crypto which they know they can't really have control. My friendly advise is not to take seriously any news coming from Russia unless its official.

As for the regualations. Germany and France has been endorsing such "cooperation", they even says that they will discuss it on G20 summit meeting. Not sure though if it going to prioritize by its members.

But looking at the big picture Putin is interested in cryptocurrency and willing to create one on 2019. But in general i think they will embrace bitcoin for sure. I seriously doubt that Putin's government will accept bitcoin. Last year there have been a lot of noise coming from them saying that they are seriously considering embracing it when Japan did. But suddenly they made U-turns, and you will hear them making opposite statements.

And it looks like when they turn its backs against bitcoin, it coincides with China's decisions to ban ICO and closing its local exchanges. They maybe influence by it or pressured by China. But lets see how it goes though.

Those russian leaders are just corrupt people that want to put their hands on the peoples money. Soon enough crypto will be implemented in Russia and they won't be able to steal no more.

it is true that there must be simultaneous regulation in all countries, and I hope that the rules are positive and no one is harmed in taking the rules, because here the crypto currency helps a person financially waiver.

Don't listen to Medvedev. His opinions don't mean anything. The only goal of these russian guys - steal as much money as possible and prohibit everything that can make their corruption activities more difficult.
