They would surely have to be batshit insane to propose that. Proposing it at present is possibly the worst timing imaginable. I don't think the appetite for that exists in most member countries even before the current strife.

And the same paper is quoting David Icke so I'd like to see it coming from some slightly more balanced sources too.

Timing isn't good. But this was always the objective. The united states of europe. They would push for it sooner or later. The uk and some other countries opposed it but now with brexit have less say.
