I have about 100BTC that I want Canadian dollars for. I am charging MTGOX average price with a 3% discount.

Either a face to face meet up in a bank in Victoria, BC or cash sent to my PO Box up front.

Payment of bitcoins will be made after I have the cash.

No one is likely to send you money up front.  I would work through an escrow.

I understand that a face to face meeting would be more likely. Escrow is gameable and has caused me no end of trouble in the past. I do have an ebay account with the same name HighInBC that has over 10 years of business selling gold and silver with 100% feedback.

You can use Casascius's utility for escrow.
