What are the best estimates of the entirety of value of stolen, defrauded or non-performance/breech of contract of btc on the blockchain?
How many full time jobs would a 25% permanent recapture return or remining reward support? Please see concept Blockchain Smart-contract bounty here https://www.facebook.com/blockchaincontractbreechbounty/ and let me know how this would work best in your understanding as a distributed and focused self-policing mechanism for integrity of the blockchain.  
Wanted, collaboration to discuss best way forward of making this happen.

I'm not exactly sure I understand what you're trying to go for here. Are you trying to start a fund to get bounty hunters to track down people who breach smart contracts? I'm ultra-confused.
