type of verification in hitbtc

Hi Folks,
I Can't understand the difference between account type in HitBtc.
I am currently general account it seems better than other types because there is no limitation on general account but in the other hand verified and Qualified have some limitations.
Please Help is it true?

All accounts (General, Verified, Qualified) allows unlimited cryptocurrency deposit and withdrawal. Verification is for fiat. Meaning, Verified and Qualified accounts are allowed to make deposits/withdrawals of fiat depending on the limits while General isn't allowed to. What is meant by fiat exactly?  Does it mean trading it for usdt tether like on bittrex or you  mean real usd where you could actually withdraw the money to your bank account.  Does hitbtc allow usd bank withdraws to us bank accounts?
