Most altcoin exchanges don't ask for IDs for trading bitcoin to altcoin or vice versa. They will only ask for IDs when you're trading or withdrawing fiat.

Bittrex is a good choice plus poloniex and some more exchange site like in my signature. They usually don't require their user about personal informations

You can use VPN or any other tool to hide your IP, then send your bitcoin to a mixer and then from the mixer directly send to the exchange address, then with the same or other IP (not yours) you can exchange them to altcoin and do whatever you want to. Most of altcoin exchanges do not ask for ID but have some limits like poloniex which has $2,000 daily limit.

I suggest you to use https://shapeshift.io it's not needed to register an account and there are plenty of altcoin.

Are you sure that exchanger of bitcoin to other altcoin requires id or personal details? Any proof? I dont think this is true unless if you mean to say btc to fiat.

I guess if we talk about exchanging bitcoin to altcoin and vice versa is not required to give your identity, address or ID's, except if you want to convert or exchange it into fiat. And better to use Poloniex.com and shapeshift.io for trading altcoins and you can try the link in my signature as an exchanging site though they are new site but I assure you that they will be trusted. And you can also use VPN if you want to browse anonymously in a particular site including the trading sites also.

You can Do this anonymously on Yobit.net website or you can Find another Exchanger on internet but I Prefer to use Yobit because I Personally used this service and it is also very easy to exchange altcoins in this website....
