Just out of curiosity, can anybody hint how something like this happens? Does this mean that stealth accounts are useless or likely to get limited with the money stuck in?

My list of 43(+3) reviewed Bitcoin forks | You don't have to download the pre-fork blockchain again for each fork! | Beware of fraudulent AWS accounts sellers and dangerous edu AWS codes! + My personal list of legit sellers and scammers | Never publicly reveal your btc addresses, ownership or any other details and stay very far away from anybody who asks you to! | The general rule of safe buying is: if the seller is a newbie, with no reputation, with no topic nor trust feedback, offering no vouches and/or selling from a locked or self-moderated topic and unwilling to go first or use escrow => AVOID. Always check the trust feedback first and make sure that you have enabled "Show untrusted feedback by default" in "Profile / Forum Profile Information".

If the account is limited, you can not do any transactions
The limit can be lifted if you provide all required docs to pp

The balance in the limited account can be withdrawn to bank account after 180 days

You are answering something what I never asked, please read more carefully next time.

He's got a fully verified stealth account for 3 years and only now it got limited. I asked how something like that could happen.

Stealth or NOT,paypal limits accounts any time if they are flagged for suspicious activity or even if they are selected for random verification
My own account got limited 3 times in last 6 years

It just seems rather odd that he would embark on something suspicious while having $2,390 in the account. Why would he even keep that money there in the first place? A common sense is to get the money out of anybody else's reach as soon as possible, especially Paypal, especially when the account is not in my own name and thus I cannot legally claim that money. That's why I was wondering how something like his situation could have ever happened (of course that's assuming he is telling the truth).

My own account got limited 3 times in last 6 years

My account is twice as old and never got limited nor the slightest problem of any kind. But then again I just use it for what it is supposed to. 3 times in 6 years! I don't even ask how did that happen.

If you don't use your account or less the usage ,the less will be chance for limitation
I do many transactions on paypal and  may have paid $4500 just in paypal fee in last 6 months

Discuss how you're going to buy this PayPal account in someone else's name, forge government documents and open a bank account in the same person's name? Why don't you please explain all of that in public Smiley I'm so curious to find out how you'll benefits from this without breaking many laws.

Just using your account shouldn't increase the chance for limitation, you got to be doing something very very (very) suspicious! I remember ever since Paypal started luring people they were boasting how many millions you can transfer through them, your whole business finance can be connected to them, blah blah blah, and you and your little transactions and bang a limitation after limitation. That happens in a company and the company is paralyzed, the penalties, fees and interests resulting from delayed payments may even put a small company out of business. Maybe it's just personal accounts? Is yours personal or business? Maybe you are just some suspicious person from a suspicious country? Scratch that, I don't even wanna know. (No offense intended, just thinking out loud.)

As I mentioned not long ago in another similar thread you can't legally sell a Paypal account and if you try to pretend you are somebody else and log into someone else's account, let alone try to withdraw someone else's money from it, you will be committing a criminal offense of fraud and theft, but I don't think anybody here doesn't know any of that. What would be more interesting to know is how much is the OP actually expecting to get. Some 10-20% maybe might be worth the risk but if he is thinking anything above 50% then that would be just insane.

Have I mentioned that I will be buying the account or making fake docs ?
I have offered OP to help to withdraw the balance and it does not mean that I will open a bank account with a fake name etc

I have been using to sell and buy with my account which is a legit and fully verified business account
I use for genuine purchases. The account may be flagged or limited as a precautionary measure by pp only to be sure that the transaction is done me the account holder and not hacked or used by unauthorized person
Most of the paypal account holders 'who use paypal ' for their business transactions have experience with paypal limitations.Paypal limits accounts if the merchant/seller who accepted /got paid is under investigation or if the payment is not made using my regular IP or if the payment pattern/transaction is unusual than my regular transaction etc ..there thousand reason why pp wants to limit account temporarily..Paypal just want explanation

I hear you. The IP address thing may be a tricky one. I sometimes use VPN/Tor and don't bother to turn off all the e-mail clients. Then all gmail accounts go crazy ("somebody hacked your account"). Neteller seem(ed) to be quite touchy about location, they even told me that if I decide to travel I better let them know in advance or they may block my Neteller card if I use it in a foreign ATM.

dcbsod: you may have started this thread but you don't own it, nor you own this public forum. This discussion is highly relevant to your issue so chill out. By using big red font you only ridicule yourself.
