Is now a good time to stack up some coins when the market was still down?

As of now, the price of bitcoin and ethereum and so as other tokens and coins was so bearish. Is now a good time to stack up more coin and tokens? Or just wait up for further down price .

One can never be sure if this is the last dump. So one needs to daily cost average. What new buyers make the mistake is they go all in thinking they are buying at a great price. But many times the price just keeps on dropping and they are unable to buy cause they have no money left as they already bought worth the money they had at higher prices.
