true hashrate? your rigs, or what pool clocks you at?

sorry. new to this... other new guys prob have same question:

when mining in a pool.. do you base your hashrate on what your miner programs says ,
 or what the pool clocks you at?

ex: my rig says @1850hs     
but the pool sometimes has me various speeds:  2300hs .. 2100... 1700.... 1300hs
