GPU load is fluctuating when mining litecoins with cgminer

Hi,

I registered only to ask this question and since I can't post it in the thread it belongs to I will do it here.

So I am using cgminer through guiminer to mine litecoins with my HD5770. I know that it's an old and slow card but the khash/s value was still too low. I noticed that my gpu load is fluctuating while never reaching 100%. I tried changing the priority in the task manager and it didnt help. Anybody got an idea?
