Services sub forum. Don't forget to indicate that you'll be using an escrow for the payment, it will surely attract more devs for your project. My colleagues are busy with another project and they have more in line so I don't think they want to bid for this one.
Also, I think you will have a hard time finding an already made code/script the same with localbitcoins.com so it will be better if you hire a team that will work on it from scratch.
