In general Linux tends to have less overhead than Windows, but Windows tools are developed to the point that they're simple to use.
If you're new to mining, I suggest windows, guiminer, and slush's pool.
After you get comfortable with the flow, you ought to give headless mining a shot. There are two very old prepackaged linux distro's to do this with: BAMT (Big A$$ Miner Thing) and Linuxcoin. Both projects are mothballed, but the basic functionality works - except you'll need to manually add stratum proxy.
